The application process for 2026 disaster and hurricane passes officially opened on April 15, with the deadline for submissions set for Friday, May 29. The annual pass system is managed by the Office of Disaster Management under the Ministry of General Affairs ahead of the Atlantic Hurricane Season, which runs from June 1 to November 30.
Officials say the passes are mainly for new applicants and for persons or entities whose passes have expired. Two types of passes are available: Disaster Passes, valid for three years, and Hurricane Passes, valid for two years or for the 2026 season depending on category. These passes allow approved personnel access to public roads to assess damage during emergency situations, subject to curfew rules set by the Prime Minister.
Eligible categories include emergency services, crucial government staff, medical institutions, Red Cross, White & Yellow Cross, Sea Rescue, utilities, telecom providers, the airport, port, hotels, marinas, fuel distributors, banks, hardware stores, certain supermarkets, and selected food and refrigeration-related businesses. Applicants must request a form by email, submit supporting documents, pay a 50-guilder handling fee in leges stamps, and deliver the completed application in print to the Fire Department and Disaster Management office on Jackal Road in Cay Hill.
